Developments in the Open Access Movement
Negotiations between universities or university consortia and big publishers have been making news. Research consortia in Europe, including Unit, Plan S and Projekt DEAL, have been looking to open publishing by changing to a Read-and-Publish model, while universities in the U.S. have largely been negotiating both Article Processing Charges and subscription fees. In the largest break with a big publisher yet, the University of California system broke their big deal with Elsevier in February 2019. Scholars in the UC system are responsible for approximately 10% of annual published research output in the U.S., and the big deal contract amounted to a $10.5 million annual cost to UC.
