Maya is an undocumented worker who has crossed the U.S. border from Mexico to search for her sister Rosa, and to begin a new life. Despite recent multilateral efforts to single out child labor in debt bondage as one of the worst forms of child labor, several important questions have yet to be addressed: How pervasive is the phenomenon? Are there systematic correlations between the incidence of children in debt bondage and the economic, legislative, and financial development indicators of the economy? How does an understanding of these correlates affect the way national and international policy measures aimed at targeting this form of child labor are perceived? This article addresses each of these questions. The empirical findings suggest strong correlation between the likelihood of the incidence of child labor in debt bondage with the stage of development of an economy, the stage of financial development, and enforcement of core labor rights. Relations between organized labor and environmental groups are typically characterized as adversarial, most often because of the specter of job loss invoked by industries facing environmental regulation. But, as Brian Obach shows, the two largest and most powerful social movements in the United States actually share a great deal of common ground. Unions and environmentalists have worked together on a number of issues, including workplace health and safety, environmental restoration, and globalization (as in the surprising solidarity of "Teamsters and Turtles" in the anti-WTO demonstrations in Seattle). He challenges research that attempts to explain inter-movement conflict on the basis of cultural distinctions between blue-collar workers and middle-class environmentalists, providing evidence of legal and structural constraints that better explain the organizational differences class-culture and new-social-movement theorists identify. Recent Canadian immigrants have increasing education levels but decreasing earnings, partly due to the devaluation of foreign education and work experience. This study uses 2002 Ethnic Diversity Survey data and examines the value attributed to foreign education for immigrants based on their duration of stay in Canada, which proves to be an important methodological distinction. Immigrants from developing countries experience the most acute devaluation. The findings outline the limitations of human capital theory in explaining the labor market experience of Canadian immigrants and have implications for the current “point system” used to select immigrants to Canada.

Immigration legislation is a debated subject among the attentive public and political operatives, at both the national and sub-national level of government, in the United States. In recent years, the American government has been more likely to pass new laws, with many states issuing new punitive measures intended to discourage migration into the US from Latin America. The move by sub-governments breaks with an historical pattern whereby immigration policy directives were the purview of the national government. American state governments, arguably, have been stirred to act because of gridlock at the national level. This book attempts to help better understand major immigration policy change at the national level in the US over the past 60 years, as a way to enlighten the contemporary debate. This book also discusses the political influences, challenges and economic impact immigration policies have in several other countries such as Italy, China and New Zealand.

The rapid rise in the proportion of foreign-born residents in the United States since the mid-1960s is one of the most important demographic events of the past fifty years. The increase in immigration, especially among the less-skilled and less-educated, has prompted fears that the newcomers may have depressed the wages and employment of the native-born, burdened state and local budgets, and slowed the U.S. economy as a whole. Would the poverty rate be lower in the absence of immigration? How does the undocumented status of an increasing segment of the foreign-born population impact wages in the United States? Michael Stoll shows that linguistic isolation and residential crowding in specific metropolitan areas has contributed to high poverty rates among immigrants. Have these economic disadvantages among low-skilled immigrants increased their dependence on the U.S. social safety net? Marianne Bitler and Hilary Hoynes analyze the consequences of welfare reform, which limited eligibility for major cash assistance programs. Their analysis documents sizable declines in program participation for foreign-born families since the 1990s and suggests that the safety net has become less effective in lowering child poverty among immigrant households. The past twenty years have witnessed a renewal of interest in feminist activism on both sides of the Atlantic. A surprisingly understudied topic in international relations is gender-based asylum. Gender-based asylum offers protection from deportation for migrants who have suffered gender violence and persecution in their home countries. Countries are increasingly acknowledging that even though international refugee law does not include "gender" as a category of persecution, gender violence can threaten people's lives and requires attention. But Meghana Nayak argues that it matters not just that but how we respond to gender violence and persecution. Asylum advocates and the US government have created "frames," or ideas about how to understand different types of gender violence and who counts as victims. These frames are useful in increasing gender-based asylum grants. But the United States is negotiating the tension between the protection and the restriction of non-citizens, claiming to offer safe haven to persecuted people at the same time that it aims to control borders. Thus, the frames construct which migrants are "worthy" of protection. The effects of the asylum frames are two-fold. First, they leave out or distort the stories and experiences of asylum seekers who do not fit preconceived narratives of "good" victims. Second, the frames reflect but also serve as an entry point to deepen, strengthen, and shape the US position of power relative to other countries, international organizations, and immigrant communities. Who Is Worthy of Protection? explores the politics of gender-based asylum through a comparative examination of US asylum policy and cases regarding domestic violence, female circumcision, rape, trafficking, coercive sterilization and abortion, and persecution based on sexual and gender identity.

At the beginning of the twentieth century, labor leaders in women's unions routinely chastised their members for their ceaseless pursuit of fashion, avid reading of dime novels, and "affected" ways, including aristocratic airs and accents. Indeed, working women in America were eagerly participating in the burgeoning consumer culture available to them. While the leading activists, organizers, and radicals feared that consumerist tendencies made working women seem frivolous and dissuaded them from political action, these women, in fact, went on strike in very large numbers during the period, proving themselves to be politically active, astute, and effective. In Ladies of Labor, Girls of Adventure, historian Nan Enstad explores the complex relationship between consumer culture and political activism for late nineteenth- and twentieth-century working women. While consumerism did not make women into radicals, it helped shape their culture and their identities as both workers and political actors. Examining material ranging from early dime novels about ordinary women who inherit wealth or marry millionaires, to inexpensive, ready-to-wear clothing that allowed them to both deny and resist mistreatment in the workplace, Enstad analyzes how working women wove popular narratives and fashions into their developing sense of themselves as "ladies." She then provides a detailed examination of how this notion of "ladyhood" affected the great New York shirtwaist strike of 1909-1910. From the women's grievances, to the walkout of over 20,000 workers, to their style of picketing, Enstad shows how consumer culture was a central theme in this key event of labor strife. Finally, Enstad turns to the motion picture genre of female adventure serials, popular after 1912, which imbued "ladyhood" with heroines' strength, independence, and daring.

The work-family policies of Sweden and France are often held up as models for other nations to follow, yet political structures and resources can present obstacles to fundamental change that must be taken into account. Patricia Boling argues that we need to think realistically about how to create political and policy change in this vital area. There are growing calls for self-sufficient agriculture in an era experiencing diminishing returns from reliance upon expensive synthetic pesticides and fertilizers. There are many reasons to support strategies for low external input farming, including a concern for environmental sustainability, increased attention to resource-poor farmers and marginal environments, and the conviction that a better use of local resources in small-scale agriculture can improve farm productivity and innovation. But despite the increased attention to self-sufficient agriculture, there is little evidence available on the performance and impact of LEIT.This book examines the contributions and limitations of low external input technology for addressing the needs of resource-poor farmers. Martin Luther King, Jr., is widely celebrated as an American civil rights hero. Yet King's nonviolent opposition to racism, militarism, and economic injustice had deeper roots and more radical implications than is commonly appreciated, Thomas F. Some 2.5 billion human beings live in severe poverty, deprived of such essentials as adequate nutrition, safe drinking water, basic sanitation, adequate shelter, literacy, and basic health care. The aim of this book is to uncover non-Western immigrants' integration and living conditions in Denmark and Germany comparatively. In 1937, Mexican workers were among the strikers and supporters beaten, arrested, and murdered by Chicago policemen in the now infamous Republic Steel Mill Strike. Using this event as a springboard, Zaragosa Vargas embarks on the first full-scale history of the Mexican-American labor movement in twentieth-century America. Absorbing and meticulously researched, Labor Rights Are Civil Rightspaints a multifaceted portrait of the complexities and contours of the Mexican American struggle for equality from the 1930s to the postwar era. Drawing on extensive archival research, Vargas focuses on the large Mexican American communities in Texas, Colorado, and California. As he explains, the Great Depression heightened the struggles of Spanish speaking blue-collar workers, and employers began to define citizenship to exclude Mexicans from political rights and erect barriers to resistance. This collective action, combined with involvement in the Communist party, led Mexican workers to unionize. Vargas carefully illustrates how union mobilization in agriculture, tobacco, garment, and other industries became an important vehicle for achieving Mexican American labor and civil rights. He details how interracial unionism proved successful in cross-border alliances, in fighting discriminatory hiring practices, in building local unions, in mobilizing against fascism and in fighting brutal racism. No longer willing to accept their inferior status, a rising Mexican American grassroots movement would utilize direct action to achieve equality.
