Fulbright's are available for both graduate students and undergraduate students.
The Institute for International Education has an office in Denver (IIE sponsors the Fulbright) and they have information sessions for applicants...though they do not help with grant writing.

Contact the Fulbright Program Advisor to set up an appointment to discuss the application process (all enrolled students must apply through DU and have a campus interview). There are also typically writing minicourses in the fall for applicants' research proposals and personal statements.
